Richard W. Evans, President

Richard Evans is a Texas lobbyist with over 20 years of extensive legislative and regulatory experience. Most recently, Richard served as Vice President of Governmental Affairs for the state’s most powerful business organization, the Texas Association of Business. Richard has a background in several policy issue areas including health care, Medicaid, workers’ compensation insurance, nonsubscription, tort reform, energy, taxes, waste disposal, and environmental regulation. Richard has worked extensively with the Texas Department of Insurance and the Division of Workers’ Compensation to impact the rulemaking process at those agencies. As a former Capitol Staffer, Richard’s experience includes: 

  • Executive Assistant, Texas Workforce Commissioner David Perdue
  • Deputy Director for Legislative Affairs, then-Governor George W. Bush
  • Chief of Staff, Senator Dan Shelley

Richard has successfully lobbied to pass and defeat legislation, including securing the veto of legislation. He has also worked to create collaborative efforts with allies to impact the legislative process and has extensive experience in developing grassroots campaign efforts.
